As you know, we have been pushing for the Chair to hear directly from you, the bereaved, in the Inquiry’s evidential hearings. Module 2 is focused on the UK’s core political and administrative decision-making between January 2020 and February 2022 and the module will examine:

  • The central government bodies concerned with the response to the pandemic and the communication with local councils and the devolved administrations in Wales, Scotland and Northern Ireland.
  • The initial understanding of, and response to, Covid-19 in light of advice from scientific, medical and other advisers and the response of other countries;
  • The decision-making in relation to non-pharmaceutical interventions (NPIs) including national lockdowns, regional restrictions, circuit breakers, working from home, reduction of person to person contact, social-distancing, use of face coverings and border controls, including the likely effects if decisions to intervene had been taken earlier;
  • The identification of at risk and vulnerable groups and the impact on such groups in light of existing inequalities;
  • Access to medical and scientific expertise and the use in decision-making, data collection and modelling relating to the spread of the virus;
  • Public health communications in relation to steps being taken to control the spread of the virus, transparency of government messaging and the maintenance of public confidence in the government including the alleged breaches of rules by ministers and officials; and  
  • The public health and coronavirus legislation and regulations that were proposed and enacted.

We would like to hear directly from you if you believe you have an account that is relevant to the issues covered in Module 2 and are willing to be called on as a witness during the hearing.

It will be a matter for the Chair who she decides to call to give evidence but we will put forward a proposal on your behalf.
